- Minimum qualifications by step: Step 1 & 2 = Associate's degree + 1 year specialized experience; Step 3 & 4 = Bachelor's degree + 1 year; Step 5 & 6 = Bachelor's degree + 3 years; Step 7 & 8 = extensive education/experience beyond Step 5 & 6; Step 9 = recognized leader, published author, or speaker in the field.
